Exoscale is a Swiss cloud infrastructure provider founded in 2012 and jointly owned by A1 Group and Flowmon. Unlike most cloud providers that operate US-headquartered platforms with EU regions, Exoscale is European through and through, incorporated in Switzerland, operating exclusively in EU/CH datacenters, with no cross-border data transfer to US jurisdictions.
Data Sovereignty
Exoscale was architected for GDPR compliance before GDPR existed. All infrastructure remains within Switzerland, Austria, Germany, Bulgaria or another EU member state. No US parent company, no US CLOUD Act exposure, and no risk of third-country data transfer issues that affect US-headquartered providers with EU regions.
Zones & Redundancy
Exoscale operates across 7 zones: Geneva (CH-GVA-2), Zurich (CH-ZRH-2), Frankfurt (DE-FRA-1), Vienna (AT-VIE-1), Munich (DE-MUC-1), and Sofia (BG-SOF-1). Each zone is an independent datacenter with no shared infrastructure.
API & Developer Tooling
Exoscale offers a full REST API, Terraform provider, Pulumi provider, and CLI tool. The platform is designed for infrastructure-as-code workflows with first-class support for Kubernetes (SKS, Exoscale Kubernetes Service), Object Storage (S3-compatible), and managed databases (PostgreSQL, MySQL, Redis, OpenSearch).

Verdict
The strongest choice for EU companies that require European data residency and want to avoid US hyperscaler legal exposure. Priced competitively for the compliance and sovereignty guarantees offered. Not the cheapest EU option but the sovereignty architecture is unique.
